[Pljava-dev] Major directory restructuring

Hi,
In preparation for the upcoming release, I've moved files around quite a 
bit and rewritten large parts of the make system. Apache Ant is no 
longer needed since everything is now built using GNU make.

For those of you testing the bleeding edge from CVS, it might be a good 
idea to delete what you currently have and refetch it from gborg.
