That wasn't the case in my setup. I used original ubuntu packages as
my source and they put the configuration into /etc/postgresql/8.2/main
and then symlink some of the files. My cluster.conf wasn't symlinked
into the data directory.

The easiest way to figure out whether the file is getting read or not
is to change the recovery port to something else then 7001 and then
start postgresql. After doing netstat -nl you'll see if the port
changed from 7001 or not.
