Then make sure that your firewall allows you to connect to
db01:5433 and that the load balancer is configured indeed to bind on port
5433.
Log into db01 and telnet to port 5433 on localhost, then telnet
(also locally) on the external IP address, and if both work and you can't
connect from outside them it's a firewall problem. If one of the first two
tests fail then it's a pglb configuration problem.
You can also use netstat or fuser or lsof to determine if pglb is
running on that port.
